Civil Services Day 2026 Observed in Odisha

Paperman Media (Bhubaneswar )- The Government of Odisha observed Civil Services Day 2026 on 21st April 2026, organised by Gopabandhu Academy of Administration at State Convention Centre, Lokseva Bhawan, Bhubaneswar, reaffirming the commitment of civil servants towards public service, good governance, and citizen-centric administration.

Civil Services Day, observed annually on 21st  April across the country, provides an occasion for civil servants to rededicate themselves to the cause of nation-building and excellence in public service.

The programme in Odisha was graced by Smt. Anu Garg, Chief Secretary, Odisha, who delivered the Special Address, highlighting the significance of Odisha’s journey towards Viksit Odisha and Viksit Bharat . She affirmed the need for a results-oriented and citizen-centric governance approach, anchored in six key principles—scale, speed, synergy, system-building, simplification, and sustainability—to drive inclusive and sustainable development.

The Keynote Address was delivered by Dr. Jugal Kishore Mohapatra, IAS (Retd.), former Chief Secretary of Odisha who shared valuable insights on the new model of Collaborative Governance. He drew from extensive administrative experience and encouraged officers to uphold the highest standards of public service.

An engaging open house interaction followed, where officers across levels exchanged ideas and shared field experiences and strategies to enhance service delivery and governance outcomes.

In her Welcome Address, Smt. Chithra Arumugam, IAS, Additional Chief Secretary to Govt.  and Director General of Gopabandhu Academy of Administration underscored the evolving role of civil servants in a dynamic governance landscape.

District Collector from all districts, along with their officers joined the program virtually and interacted with the house.  

The program witnessed enthusiastic participation from around 300 officers representing various departments of the State Government. The program was also live streamed.
