Paperman Media ( Bhubaneswar )- The Housing & Urban Development (H&UD) Department, Government of Odisha, will host the ‘Odisha Urban Conclave 2026’, a comprehensive Review-cum-Orientation programme for Urban Local Bodies (ULBs), on 23rd August 2026 at the Convention Centre Auditorium, Lok Seva Bhawan, Bhubaneswar.
The conclave will bring together senior administrators, urban planners, municipal leadership and engineering officials to review ongoing interventions, identify field-level challenges and establish strategic priorities for faster and more effective urban transformation across Odisha. The programme will feature an inaugural address by the Hon’ble Minister for Housing & Urban Development, followed by a presentation by the Additional Chief Secretary on key governance priorities.

The day-long conclave will deliberate on critical aspects of urban governance, including ULB revenue augmentation, Town Planning Scheme SOPs for Tier-II and Tier-III cities, Samruddha Sahar, Urban Challenge Fund, and infrastructure development under the Mukhyamantri Sahari Bikas Yojana (MSBY).
Focused sessions will also cover AMRUT 2.0 water body rejuvenation, urban flood mitigation, pedestrian-friendly mobility, expansion of city bus services under CRUT, and welfare initiatives such as PM SVANidhi, Shelters for Urban Homeless and Aahaar. Parallel technical sessions will address used water management, Solid Waste Management (SWM) compliance and PMAY-U 2.0 housing initiatives.
The conclave will also undertake a focused review of low-performing ULBs to identify bottlenecks and facilitate timely corrective action. At the same time, scalable best practices from better-performing urban local bodies will be showcased for wider adoption.
The Odisha Urban Conclave 2026 is envisaged as an important platform for strengthening coordination, enhancing institutional capacity and ensuring responsive, resilient, financially sustainable and citizen-centric urban governance across the state.
