Paperman Media (Bhubaneswar)- In a significant step towards shaping Odisha’s long-term development trajectory, a high-level consultative session was held today with O. P. Agarwal, Member of the Committee on Administrative and Governance Reforms.
The meeting, chaired by Additional Chief Secretary Smt. Usha Padhee, brought together senior administrative officials to deliberate on strengthening integrated planning frameworks and advancing governance reforms aligned with the vision of “Viksit Odisha 2036”.
The discussions focused on transitioning from conventional planning approaches to a more dynamic, future-ready model anchored in convergence, data-driven decision-making, and institutional coherence. Emphasis was laid on adopting a holistic state-building approach that integrates economic, spatial, and administrative planning to ensure sustainable and inclusive growth.
Key deliberations highlighted the need for greater clarity in land-use planning and the identification of strategic economic drivers capable of accelerating growth momentum. Participants underscored that robust governance reforms—aimed at streamlining administrative processes, enhancing service delivery, and improving inter-departmental coordination—will be central to realizing the state’s long-term aspirations.
The dialogue also stressed the importance of capacity building, institutional strengthening, and fostering agile governance systems that can effectively respond to emerging global and local challenges. It was noted that a forward-looking planning ecosystem, supported by responsive administrative mechanisms, will be critical in driving Odisha’s transformation journey.
The session concluded with a shared commitment to reinforcing institutional frameworks and aligning departmental strategies with the overarching goals of “Viksit Odisha 2036”. The engagement reflects the Government of Odisha’s continued focus on fostering collaborative, reform-oriented governance to position the state as a frontrunner in sustainable development and administrative excellence.
